MCP terms of service
Terms of use of the ExplorerHub MCP server, the service through which assistants and programs query the competence frameworks published on explorerhub.eu.

1. Subject and provider
The ExplorerHub MCP server (the "Service") is provided by IDCERT S.r.l. Società Benefit ("IDCERT"), owner of the explorerhub.eu website, at https://explorerhub.eu/api/mcp through the Model Context Protocol. The Service exposes, read-only, the structure, descriptors, levels and glossaries of the competence frameworks published on the website, in the languages in which the website publishes them. These terms govern access to the Service and the use of data obtained through it; the website itself remains governed by the Legal Notice.
2. Access, account and keys
Access requires an ExplorerHub account and an API key, created by the user in the account area after accepting these terms. The key is personal: the user is responsible for it, keeps it as a credential and neither shares nor publishes it. The user may revoke it at any time. IDCERT may suspend or revoke it in case of breach of these terms, abusive use or abnormal traffic, risk to the security of the Service, or at the request of an authority: the measure is notified to the user by email, with the reason, and is shown in the account area; a suspension is reversible and may be lifted by IDCERT, a revocation is final. The user may ask for clarifications or contest the measure by writing to support@idcert.io. The maximum number of active keys per account is shown in the account area.
3. Service tiers and limits
The Service is offered in two tiers. The free tier, included with the account, allows 60 requests per minute per key and 10,000 requests per calendar month (UTC) per account, across all its keys. The Pro tier allows 600 requests per minute per key and 500,000 requests per month per account and is paid, with a monthly or yearly subscription; prices, duration, renewal and withdrawal are shown in the account area at the time of activation and prevail, for the economic part, over these terms. Requests beyond the minute limit or beyond the monthly quota receive a temporary refusal that says when to retry. IDCERT may change the limits by giving notice on this page.
4. Framework content: ownership and source licences
The texts of the competence frameworks are publications of the European Commission, the Joint Research Centre (JRC), the OECD and the other publishers named on the attribution page. IDCERT does not own them and reproduces them under their respective Creative Commons licences (CC BY 4.0, CC BY-SA 4.0) or reuse authorisations, as stated for each framework on the attribution page and in the "attribution" block of every response of the Service. Nothing in these terms grants, restricts or conditions the rights those licences give to whoever receives that text, nor imposes on it additional terms or technological measures: whoever redistributes framework text must comply with the source licence, starting with attribution to the publisher, which is the condition of the licence itself. Translated editions edited by IDCERT are declared as such, are not official editions, and the European Commission is not responsible for them.
5. Service statement
Whoever uses data obtained through the Service in a product, publication, analysis, assistant or other service undertakes to state that the data was obtained through ExplorerHub MCP, a service of IDCERT S.r.l. Società Benefit (explorerhub.eu), alongside and never in place of the attribution to the framework's publisher required by the document's licence. Whoever relays the Service's responses automatically keeps the "attribution" and "service" blocks that accompany them. It is not permitted to present the Service or the data as one's own, nor to imply that ExplorerHub, IDCERT or the data are affiliated with, approved by or officially recognised by the European Commission, the JRC or the OECD. This obligation concerns the use of the Service and not the framework text: the rights the document's licence grants on that text remain whole (article 4).
6. IDCERT property: software, trademarks and editions edited by IDCERT
The Service software, the tool descriptions, the search and ranking logic, the structure of the returned data, the documentation and the ExplorerHub and IDCERT trademarks are the property of IDCERT S.r.l. Società Benefit, all rights reserved: the Service is used under these terms and is not copied, resold or presented under another name. Translated editions edited by the IDCERT Study Centre are made available under the same licence or reuse authorisation as the source document, with IDCERT named as editor of the translation and without the Commission's logo or the Union emblem.
7. Prohibited uses
It is not permitted to: circumvent or attempt to circumvent authentication or rate limits; share a key between several parties or resell access to the Service; use the Service to interfere with the website or with other users; present the data in a way that alters its meaning while attributing it to the publisher; use the names or trademarks of IDCERT and ExplorerHub beyond what article 5 provides. Extracting data within the limits of one's tier is permitted.
8. Personal data
To provide the Service, IDCERT processes account data, keys (of which only a cryptographic fingerprint is stored) and a log of calls with tool invoked, framework, request parameters, anonymised IP address, client type, outcome and duration, kept for 12 months. Legal basis: performance of the contract (art. 6.1.b GDPR) for the provision of the Service and legitimate interest (art. 6.1.f) for security and abuse prevention. Details, data subject rights and contacts are in the Privacy Policy and in the Register of Processing Activities (entry T-10).
9. Availability, warranties and liability
The Service is provided as is, with no warranty of continuity or completeness: the data reflects the official publications as imported and published on the website, with the discrepancies declared on each framework's page, and in case of doubt the publisher's official document prevails. IDCERT may modify, suspend or discontinue the Service, in whole or in part, by giving notice on this page. To the extent permitted by law, IDCERT is not liable for indirect damages arising from the use of the Service or of the data; nothing in these terms limits the rights the law grants to consumers.
10. Changes to the terms and versions
These terms are versioned. Each key records the version accepted at creation; when the terms change, the new version is published on this page with its effective date and keys created before it are flagged in the account area as requiring re-acceptance. Creating a key after a version is published constitutes acceptance of that version.
11. Governing law and jurisdiction
These terms are governed by Italian law. Any dispute falls under the jurisdiction of the Court of Rome, without prejudice to the mandatory consumer forum where applicable. For communications regarding the Service: support@idcert.io.
