What is this portal?
FinComp ExplorerHub is a free, open-source tool that makes the EU/OECD Financial Competence Frameworks accessible and easy to navigate. The frameworks define the financial knowledge, skills and attitudes that citizens should develop to make sound financial decisions.
Framework Structure
The frameworks provide a comprehensive structure for financial education:
Adults Framework: 4 Content Areas, 22 Topics, 563 Competences
Youth Framework: 4 Content Areas, 17 Topics, 379 Competences, 4 Age Groups
Both frameworks organise competences along 3 dimensions: Awareness, Skills, and Attitudes
The Frameworks
The Financial Competence Framework for Adults in the EU was published in 2022 by the European Commission and the OECD International Network on Financial Education (INFE). It covers 4 content areas, 22 topics, and hundreds of specific competences across three dimensions.
The Financial Competence Framework for Children and Youth in the EU was published in 2023. It adapts and extends the adults framework for younger audiences, with age-appropriate competences organized by developmental stages.
Three Dimensions
Each competence is classified along three dimensions that reflect different aspects of financial literacy:
Awareness, Knowledge and Understanding - What people should know
Skills and Behaviour - What people should be able to do
Confidence, Motivation and Attitudes - How people should approach financial decisions
