DigComp 3.0 is the European Digital Competence Framework for Citizens, developed by the Joint Research Centre (JRC) of the European Commission. It defines the digital skills needed to actively participate in society and the digital economy, organized into 5 areas and 21 specific competences.

DigComp 3.0 introduces important updates compared to version 2.2: it includes new content related to Artificial Intelligence, updates Learning Outcomes to reflect technological evolution, and improves the structure for greater clarity and applicability. The new version includes 362 Competence Statements and 522 Learning Outcomes.

Learning Outcomes are specific descriptions of what a person should be able to do, know, or understand after acquiring a certain competence. They are classified into three types: Knowledge (K), Skills (S), and Attitudes (A).

Competence Statements are declarations that describe what a competent person is able to do at a certain proficiency level. Each competence has different statements for the 4 levels: Basic, Intermediate, Advanced, and Highly Advanced.

The proficiency levels in DigComp 3.0 are: 1) Basic - for simple tasks with guidance, 2) Intermediate - for well-defined tasks independently, 3) Advanced - for complex tasks and guiding others, 4) Highly Advanced - for solving complex problems and contributing to professional practice.
