
e-CF and ECSF: European Frameworks for ICT and Cybersecurity Professionals

A common language for the European ICT market
Two European frameworks address the fragmentation of ICT professional skills: the e-Competence Framework (e-CF) and the European Cybersecurity Skills Framework (ECSF).
The e-Competence Framework (e-CF)
Developed by CEN (European Committee for Standardization), the e-CF defines 41 competences in 5 areas: Plan, Build, Run, Enable, Manage. Each has proficiency levels aligned to the EQF.
The European Cybersecurity Skills Framework (ECSF)
Published by ENISA (EU Agency for Cybersecurity), the ECSF defines 12 professional profiles in cybersecurity, from CISO to Penetration Tester.
The two frameworks complement each other: e-CF covers all ICT with a competence-based approach; ECSF focuses on cybersecurity with a profile-based approach. Both connect to DigComp, DigCompEdu, and ResearchComp.
